Duties and Responsibilities of MCYS
The Ministry of Culture, Youth and Sport (hereinafter: MCYS) shall have the following responsibilities:
1. Prepares public policies, drafts legal acts, adopts bylaws and defines mandatory standards in the field of culture, youth, sports, copyright and related rights;
2. Implements action plans and legislation to support the field of culture, including programs of cultural and cultural heritage institutions for the protection, preservation and promotion of cultural heritage: advancement of cultural links and inter-cultural exchanges of artists, cultural associations and cultural institutions;
3. Implements action plans and legislation to support the youth, youth organizations, clubs, youth centres and representation organizations, with the aim of increasing participation in decision-making and public life, participation in non-formal education, employability, education and health promotion, as well as in culture, sports and recreation;
4. Implements action plans and legislation to support the functioning of activities and infrastructure in sports, including programs for supporting sportsmen, sports specialists, clubs and federations in increasing inclusion, quality and participation in domestic and international sports activities and competitions;
5. Implements action plans and legislation to support the field of copyright and related rights, including programs for the protection, preservation and promotion of copyright and related rights, the advancement of relevant legislation and the licensing of Associations for Collective Administration of Rights;
6. Develops programs to increase the quality of cultural, youth and sports products and services and helps establish contacts, exchange information and best practices;
7. Develops programs to increase the level of cultural communication and co-existence between cultures of all ethnic, religious or linguistic communities in the country, including cultural promotion and co-operation in the field of culture, youth and sports abroad;
8. Performs other duties assigned to the Ministry according to the relevant legislation in force.
